Double-click the file to run it.
If you want it to run silently and automatically without interaction, do the following
Click Start
Click Run
Browse to the directory the file is located in
Select the file
Add the following to the end of the file so it reads IE8-wINDOWSxp-X86-enu.EXE /QUIET /UPDATE-NO /FORCERESTART
System will restart when it is done.
