Apps is the same thing as Programs. If you want to see all the programs on your computer, do the following

Access Start / Tiles (Click the hyperlink for instructions)
Right click in an background between the Tiles

Click All Apps

Click the arrow on the bottom (If you have new apps installed, it will tell you how many are new to the right of the down arrow).
