MSCONFIG

Windows 98

Click on Start
Click on Run
Type in MSCONFIG
Click on OK

For troubleshooting you can set it to Selective Startup and uncheck everything except for Process System.ini, but if you want to leave it in selective Startup then be sure to have Win.ini checked also.
On Startup, you need to leave SystemTray and scanregistry checked if they are listed.
