Open Snipping Tool
To open the Snipping Tool, do the following
- Access Accessories
- Click Snipping Tool
It might ask you if you want an icon on the quick launch bar, if you use the quick launch then say Yes.
Not all Windows has this feature. I believe it is not available in Windows Vista basic but should be available in all other versions of Windows Vista. This is available for Windows 7 and 8.
For Windows 8 do the following

Do a Search for Snipping Tool (click the hyperlink for instructions on using search)
If you want it on your Start Window or your Taskbar for easy access in the future, do the following

To install it on your Start programs (Windows 8) click here

To install it on your Task bar, click here
If you do not see this feature in the steps listed above, you may not have it selected in Programs and Features. (Windows Vista only. Snipping Tool is automatically installed on Windows 7 and 8)
To install the program, follow these steps
- Open Programs and Features
- Make sure Tablet PC Components is selected.
- If it is not selected, put a check on it
- Click OK
