To access do the following

Open Internet Options
Click Connections tab

Click LAN settings

For most home users, you will have Automatically detect settings checked
For most home users, you will have Use automatic configuration script unchecked
Most setups will have Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections). unchecked.

NOTE: If your internet service doesn't use Proxy and you have it checked, it can keep you from connecting to the internet. If you cannot access the internet, check the proxy. If it is checked, try unchecking it.
