Reinstall Outlook Express

To uninstall do the following

Go to Add/Remove Programs
Click on Add/Remove Windows Components
Remove the check on Outlook Express
Click on Next

Follow the prompts till finished

Restart the computer

To install do the following

Go to Add/Remove Programs
Click on Add/Remove Windows Components
Put a check on Outlook Express
Click on Next

Follow the prompts till finished

Restart the computer
