Office keeps asking you to accept the license agreement

Office has the user to accept end user license agreement when an office product is first used. After the program is opened and the agreement has been accepted, the end user should never be asked to accept the agreement again. However, in some cases the end user may have to keep agreeing to the end user agreement. If this is happening, you can try the following steps.

  1. If you have more than one profile in Windows XP, open an office program and accept the license agreement on all profiles. This should fix the issue.
  2. If you only have one profile, create another profile and see if the issue exists on the other profile. If it doesn't then your profile may be corrupted. If this is the case, you will need to use the new profile.
  3. Try running office repair.
  4. Modify registry

To work around this behavior, follow these steps:

  1. Log on to the computer by using an Administrator user account.
  2. If you are using Microsoft Windows XP
    1. Click Start
    2. Click Run
    3. Type regedit (If you are using Microsoft Windows 2000 Server, type regedt32.)
    4. Click OK
  3. In Windows Vista
    1. You may receive a User Account Control (UAC) dialog box. You must click Continue to open Registry Editor.
  4. Locate and then right-click the following registry subkey as appropriate.
    1. For the 2007 Microsoft Office suites:
      1. Double-click HKEY_LOCAL_MACHINE
      2. Double-click Software
      3. Double-click Microsoft
      4. Double-click Office
      5. Double-click 12.0
    2. For Microsoft Office 2002
      1. Double-click HKEY_LOCAL_MACHINE
      2. Double-click Software
      3. Double-click Microsoft
      4. Double-click Office
      5. Double-click 11.0
    3. For the 2007 Microsoft Office suites:
      1. Double-click HKEY_LOCAL_MACHINE
      2. Double-click Software
      3. Double-click Microsoft
      4. Double-click Office
      5. Double-click 10.0
    4. For Microsoft Office 2003
      1. Double-click HKEY_LOCAL_MACHINE
      2. Double-click Software
      3. Double-click Microsoft
      4. Double-click Office
      5. Double-click 9.0
  5. Click Permissions.
  6. Click Users (Computer_name\Users)
    1. Click to select the Allow check box for the Full Control permission.
    2. Click OK, and then quit Registry Editor.
  7. Start an Office program, and then accept the End User License Agreement.
  8. Repeat steps 2 through 5
  9. Remove the Full Control permission that you gave to Users (Computer_name\Users) in step 6.
    1. To do this, locate Users (Computer_name\Users), and then click to clear the Allow check box for the Full Control permission.
  10. Click OK, and then exit Registry Editor.
